EU Fire Standards & Test Methods for Wall Panels and Flooring (EN 13501-1 Euroclass)

For manufacturers and exporters of SPC flooring, MDF wall panels and PVC wall cladding entering the European market, EN 13501-1 is the core harmonised fire classification standard under the EU Construction Products Regulation (CPR). It defines Euroclass fire grades for construction products and supports CE marking for commercial and residential interior materials.

A key distinction must be made: wall/ceiling panels and flooring follow separate test routes under EN 13501-1. Wall panels use general reaction-to-fire tests, while floor coverings including SPC flooring adopt dedicated flooring test procedures, with suffix fl added to their fire classes, e.g. Bfl-s1, Cfl-s1 .

Euroclass System Overview

Wall panels (MDF, PVC decorative panels): A1, A2, B, C, D, E, F

Flooring (SPC flooring, vinyl flooring): A1fl, A2fl, Bfl, Cfl, Dfl, Efl, Ffl

Additional supplementary markings:

s1 / s2 / s3: Smoke emission (s1 = low smoke, best)

d0 / d1 / d2: Burning droplets/particles (d0 = no flaming dripping, ideal for public buildings)

Fire Test Methods for Wall Panels (MDF / PVC Wall Cladding)

1.EN 13823 — Single Burning Item (SBI) Test

This is the primary test for wall panels from A2 to D class. Two panel specimens are mounted vertically to form a corner assembly inside the test chamber. A 30 kW propane burner simulates a wastebasket ignition source.

The test records core parameters:

  • FIGRA: Fire Growth Rate Index

  • THR₆₀₀s: Total Heat Release within 600 seconds

  • LFS: Lateral Flame Spread

  • SMOGRA & TSP₆₀₀s: Smoke growth rate and total smoke production

  • Observation of flaming droplets for d0/d1/d2 grading

2.EN ISO 11925-2 — Small Flame Ignitability Test

A small directional flame is applied directly to the panel surface. It checks whether the material is easily ignited and how far the flame spreads. It is used together with SBI for B/C/D class, and alone for E class classification.

3.EN ISO 1182 (Non-combustibility Test) & EN ISO 1716 (Gross Calorific Potential)

Reserved for A1 and A2 non-combustible grades, rarely used for common MDF and PVC decorative wall panels.

Fire Test Methods for Flooring (SPC Flooring, Vinyl Flooring)

1.EN ISO 9239-1 — Radiant Panel Test (the main flooring fire test)

This is the mandatory core test for all flooring Euroclass (A2fl to Dfl). The flooring sample is placed horizontally under a gas radiant panel which creates a gradient heat flux. A pilot flame ignites one end of the specimen.

Testers measure Critical Heat Flux (CHF) and smoke release, which decide the flooring fire grade:

Bfl: CHF ≥ 8.0 kW/m²

Cfl: CHF ≥ 4.5 kW/m²

Dfl: CHF ≥ 3.0 kW/m²

2.EN ISO 11925-2 — Small Flame Test

Supplementary ignition test paired with EN ISO 9239-1 for Bfl, Cfl, Dfl. Efl class is determined only by EN ISO 11925-2.

Critical Notes for Buyers & Exporters

1.The fire classification report is only valid for the exact tested build-up: panel thickness, substrate, surface film, adhesive, backing and installation method all affect the final Euroclass. Changing the formula requires re-testing.

2.The supplementary smoke grade (s1/s2/s3) and droplet grade (d0/d1/d2) are very often required for tender documents in hotels, hospitals, schools and shopping malls across EU countries.

3.EN 13501-1 classification is the basis to issue DoP (Declaration of Performance) and apply CE marking for placing wall panels and flooring on EU market.
